Shred the carrot and zucchini.In a bowl, combine the shredded carrot, zucchini, salt, pepper, and breadcrumbs. Mix well.Crack the egg into a small bowl and whisk it. add half of it to the ground beef mixture and mix it again.Divide the ground beef into 4 equal portions and shape each portion into a flat circle.Take one beef circle and press it down to create a small disc.Place a scoop of cooked rice, and a little cheese in the center.Fold the beef over to create a half-moon shape, pressing the edges to seal.Heat a little oil in a pan over medium heat.Cook each empanada for about 4-5 minutes on each side, or until golden brown and cooked through.Enjoy your cheesy beef empanadas warm!
